Keep chop can be used to maintain Critical defenses, it will work as long as you aren't blinded or fighting a blocking foe (and have no way of cancelling the stance/enchantment).

is it worth to put 9 points or so in tactics for a shield?
why using keen chop if u have 60-100% change to crit?

Yes, because everyone should only ever use MS/DB. No form of creativity is allowed in Guild Wars, ever! Let's only ever use "Teh Cookie Cutter Builds" and commit our lives to ever eternal boredom of using the same crap over and over every day.
Sounds great.
Ok back to using an Axe, ahem.
Lets throw in the extra armour from your equipped shield and the extra heath shall we? Paired with Critical Agility and Critical Defenses makes for good survivability. You get much higher base damage from using an Axe which paired with high critical strikes probably beats the crap out of using daggers when you consider that compared to a Warrior you have an IAS that you can pretty much keep up permanantly during battle unless you fail to achieve a critical hit. Let's also throw in being able to use Foxs Promise to be able to fight blocking opponenets with that Axe, something you can't do with MS/DB in PvE due to long recharge times of hexes designed to combat blocking. Not all blocking is stances (Raptors for one, theres plenty of other examples I'm sure).
Most importantly, you get to wield a giant friggin Axe!!!

and what if your lead attack gets interrupted or you second attack, then u are shutted down, with an axe u might have 3 attacks, if 1 is interrupted, no problem

But then why dont you take a warrior which will have no problem investing points to get a shield, will hit harder overall (I'm nearly sure it does),and is much more viable than a sin relying on enchants to get higher crits?

No one is against creativity, they're against bad builds. Not only are Axe Sins bad, they're not exactly creative either.

axe sins aren't bad:
i made this build:
triple chop {e}
cyclone axe
whirlwind attack
save yourself (optional)
critical defenses
critical agility
critical eye
way of the master
12+3+1 critical strikes
12 axe mastery
- this build offers high AoE damage (higher then a regular warrior triple chop guy)
- this build helps you to keep your team alive (save youself)
- you have 33% IAS
- you can stay alive very good as u have more then 100 armor, 75% chance to block attacks, and more then 500 hp (with fortitude mod)

with a regular warrior axe guy u have max 20% crit chance with a crit sin u have 80-100% chance to crit.
as i assume the axe guy has 14 axe mastery and the crit guy has 12 axe mastery
then the axe guy hits 2.5 more (cyclone axe) then me but i have a higher crit chance so my damage is still higher
with triple chop the axe guy hits 5.5 more still the damage is lower then the bonus i get from the crits

Why run an Assassin wit an Axe if u can deal WAY moar dmg wit Daggers?
And if u whant to run a Sin wit different wep then run it wit a scythe is the only half viable idea I can think of, but still way too weak and generally inferior to a propper Sin wit daggers.
